Why isn't the Schools getting the funding they were promised with the Lottery/Lotto

Many years ago the Govenrment instilled the Lottery or Lotto. They said it would help with Education and Teacher's salaries. But has it really? In Oklahoma on March 15th the teachers walked out of the schools. It's not because they don't want to teach your children but they actually are not getting the funds for the school for supplies and the teachers are paid low wages.
